Double Tax Treaties (DTTs): what's still in force and what's been suspended?
We've put together a handy table showing the current status of double tax treaties (DTTs). It covers countries that have or used to have a DTT with Russia, as well as "unfriendly" countries. If a country isn't on the list, that means it's considered friendly but has no DTT with Russia.
Why does this matter?
These days having a signed DTT between Russia and another country is only half the battle. Since 2023, Russia has suspended key provisions of most treaties with "unfriendly" states. In practice, this means you can no longer automatically apply the usual reduced withholding tax rates (e.g., on dividends or interest) in such cases.
